William J. Congdon, Ph.D., is a Fellow on the White House Social and Behavioral Sciences Team. He is an economist specializing in the application of insights from behavioral economics to topics in domestic economic policy, including health care, labor markets, and tax policy. He is also a Managing Director at ideas42 and, prior to joining SBST, worked as a Research Director in the Brookings Institution’s Economic Studies program. He is the author of the book Policy and Choice: Public Finance through the Lens of Behavioral Economics, with coauthors Jeffrey R. Kling and Sendhil Mullainathan. He has previously served as the Staff Economist for education and labor at the Council of Economic Advisers, and he holds a Ph.D. in economics from Princeton University.
